Russian Tech Firms Showcase Digital Solutions at Dubai's GITEX, Targeting UAE Smart City Projects

Dubai’s technology market is seeing a growing influx of Russian-developed digital solutions, as businesses and government entities seek proven tools for infrastructure management and customer service. At the GITEX Global exhibition in Dubai, held in 2025, 32 Russian companies exhibited under the national brand ‘Made in Russia,’ engaging in over 260 negotiations with more than 80 counterparties, including distributors, government agencies, and commercial firms from the Middle East, Africa, and Asia.

ScriptBuilder: Streamlining Customer Service in Contact Centres

One product gaining traction is ScriptBuilder from Voxys Lab, a universal script constructor for contact centres. The platform enables users to create and configure service scenarios in a single environment, supporting omnichannel interaction via web interfaces, messengers, and other channels. Staff without specialised technical skills can independently develop and adjust scenarios, build chatbots, and create tools for marketing research as well as NPS and CSI surveys. The flexible configuration allows rapid response to changes and improves customer service efficiency.

ScriptBuilder has received the ‘Made in Russia’ certificate, confirming it meets strict criteria for quality and reliability. The product is already exported to Saudi Arabia, Algeria, Oman, Indonesia, and Cuba, and is designed to operate in diverse regulatory and language environments.

Indoors Navigation Platform: Powering Smart City Infrastructure

Another solution addressing Dubai’s Smart City ambitions is the geoinformation system (GIS) Indoors Navigation Platform from Indoors Navigation. It provides a unified information environment for managing buildings and assets based on a digital twin. The platform combines indoor and outdoor navigation services, tackling tasks such as seamless wayfinding in large facilities, visitor analytics, and smart resource management.

Key features include custom building maps and route planning for indoor navigation where GPS does not work; visitor navigation with accessible paths for people with limited mobility; flow management through movement analytics to optimise space; asset and personnel management with geolocation-linked task tracking; space management including room and parking booking, IoT connectivity, and marketing tools; and visitor comfort services such as an auto-triggered audio guide, AR and QR navigation, and video analytics.

The platform claims competitive advantages including a more affordable cost compared to foreign alternatives, expanded functionality in a single window, support for cloud deployment (SaaS) and on-premises operation, a built-in 3D editor, and machine learning capabilities. Its quality and export maturity are confirmed by the ‘Made in Russia’ certificate. Indoors Navigation currently supplies products to Georgia and is advancing projects in Indonesia and Ecuador.

Market Entry and Certification as Strategic Catalysts

The entry of Russian IT products into the UAE market reflects rising interest from Emirati businesses in advanced domestic developments, particularly for deep technological integration in large-scale infrastructure projects. Regional platforms such as GITEX Global, along with systemic support from the national ‘Made in Russia’ programme, act as strategic catalysts, building a bridge of trust between developers and Emirati businesses, government agencies, and investors.

The combination of verified quality, transparent origin, and practical effectiveness reinforces the competitiveness of Russian developments globally, according to the report. Solutions like ScriptBuilder and the Indoors Navigation Platform are seen as meeting the demands of smart city ecosystems, contributing to the architecture of an efficient, secure, and technologically advanced digital future.
