Dubai Public Prosecution brings criminal‑court interviews to the homes of people of determination

The Dubai Public Prosecution has introduced a service that allows victims and witnesses who are people of determination to be interviewed at their homes instead of travelling to prosecution offices.

Home‑based prosecution service

Speaking to Khaleej Times at AccessAbilities Expo 2026, Dr Mohammed Al Hammadi, First Advocate General at Dubai Public Prosecution, explained that the ‘Niabat Al Dar’ initiative sends a prosecutor, an investigation clerk and a kit of interview equipment to the person’s residence.

“The idea is for a public prosecutor to visit the victim or witness at their residence to conduct the investigation,” he said.

The service also extends to partner organisations such as hospitals, where dedicated interview spaces are available.

Tailored support and training

Al Hammadi said assistance is provided according to each individual’s needs, including sign‑language interpretation for those with hearing disabilities.

“If someone has a hearing disability, a sign-language interpreter accompanies us,” he said.

For victims and witnesses with intellectual disabilities, specially trained prosecutors conduct the interviews. He noted that prosecutors have undergone training to work with people with various disabilities, including autism.

“We have prosecutors who specialise in interviewing people with disabilities,” he said, adding that their training covers questioning victims and witnesses with intellectual disabilities and other support needs.

Recognition and exhibition context

Al Hammadi said the initiative was launched approximately five years ago, describing it as an existing service being highlighted at the exhibition rather than a new launch.

He characterised it as the first of its kind worldwide and said Dubai Public Prosecution had received a certificate from the International Association of Prosecutors recognising that distinction.

The eighth edition of AccessAbilities Expo runs from October 19 to 21 at the Dubai World Trade Centre, bringing together organisations working in accessibility and assistive technology.

The announcement was made on Mon 19 Oct 2026 at 5:38 PM.
