Dubai’s Al Satwa gets new planning rules, plots of 1,000 sq m can rise to eight storeys

Dubai Municipality has issued updated planning regulations for the Al Satwa neighbourhood, opening the door to higher buildings, mixed-use projects and more flexible land use for eligible property owners.
The revised framework broadens the range of permitted residential and commercial developments, with conditions varying according to a plot’s location, size and characteristics. Authorities said the changes aim to improve land-use efficiency, boost investment appeal and support future growth while preserving the area’s existing urban character.
New development options
Under the new rules, plots fronting internal roads may now accommodate a ground floor plus two floors of residential apartments. This replaces the previous framework that mainly allowed attached villas.
Plots along external roads gain additional options, including a commercial ground floor topped by two or three floors of residential apartments, depending on location and applicable planning requirements.
Larger plots can build up to eight floors
A key feature of the update is an incentive for plots measuring 1,000 square metres or more. The threshold can be met by a single plot or by consolidating two or more smaller adjoining plots. Landowners may also incorporate access lanes between them, subject to approved procedures.
Eligible properties can achieve development potential of a ground floor and eight floors for residential apartments, with a floor area ratio (FAR) of up to 3.5. The incentive is intended to encourage owners of neighbouring small plots to combine their land and create larger sites suitable for integrated developments.
By allowing greater building capacity on consolidated land, the municipality aims to improve land-use efficiency and generate additional redevelopment and investment opportunities.
Infrastructure and traffic requirements considered
Eng. Mansour Al Rais, Director of the Executive Planning Department at Dubai Municipality, said the revised regulations were part of efforts to support the development of existing urban neighbourhoods. The municipality wanted to introduce greater flexibility while ensuring future growth aligned with the area’s character.
“The updated planning regulations for Al Satwa form part of Dubai Municipality’s efforts to support the development of existing urban areas through a flexible and sustainable planning approach that responds to current and future needs,” Al Rais said. “By expanding development options and introducing incentives for plot consolidation, we aim to provide landowners and investors with greater flexibility to redevelop their properties and make more efficient use of available land.”
As part of the review, Dubai Municipality coordinated with relevant service authorities to assess infrastructure and traffic requirements, ensuring that development keeps pace with essential services and infrastructure provision.
The revised framework recognises Al Satwa’s strategic location within Dubai’s urban landscape and seeks to create opportunities to improve its built environment while supporting residential and commercial activity.
Property owners and customers can access the updated regulations and apply for the relevant service through the Build in Dubai Platform at the municipal website.
